On July 16, 2026, Korea’s AI Safety Institute (AISI) published a Korean-language guide to the European Union’s General-Purpose AI Code of Practice under the EU Artificial Intelligence Act. The guide is intended to help Korean companies, public institutions, and researchers understand the Code.
Developed pursuant to Article 56 of the EU AI Act, the Code was drafted by independent experts through a multi-stakeholder process and published on July 10, 2025. It is a voluntary compliance tool designed to help providers of general-purpose AI models fulfil their obligations under Articles 53 and 55 of the EU AI Act. Although the Code is not legally binding, providers that do not follow it must demonstrate compliance through other appropriate means and may face a greater burden of proof.
The Code comprises three chapters: Transparency, Copyright, and Safety and Security. The Transparency and Copyright chapters apply to all providers of general-purpose AI models, while the Safety and Security chapter applies to providers of general-purpose AI models with systemic risk and sets out practical measures for managing the systemic risks posed by advanced models. Each chapter presents compliance requirements through commitments and corresponding measures.
According to Korea’s AISI, the Korean-language guide faithfully reflects the framework and structure of the EU Code. It is expected to reduce regulatory uncertainty for Korean companies and other organisations entering the EU market and serve as a reference for aligning Korea’s AI Basic Act with international norms.
