On June 2, 2026, US President Donald Trump signed Executive Order 14409, titled Promoting Advanced Artificial Intelligence Innovation and Security. This order clearly communicates the core strategy of the Trump administration. It aims to ensure global technology dominance for the United States and rejects overly burdensome regulations that stifle innovation. Ultimately, the order seeks to unleash the innovative momentum of the American AI industry while constructing a strong national security defense. The executive order focuses on three key execution directions:
1. Upgrading US Systems to Adapt to Advanced AI
The order requires agencies including the Committee on National Security Systems, the Department of War, and the Department of Homeland Security to take action within 30 days of issuance. These entities must comprehensively review and upgrade the cyber defense capabilities of national security systems. The order prioritizes strengthening the security of civilian government systems. It also calls for expanding the deployment of AI-driven defense tools and issuing binding operational directives along with other appropriate guidance.
2. Secure Frontier Model Deployment
The Secretary of the Treasury, the Secretary of the Army, and the Secretary of Homeland Security, in coordination with senior White House officials, must establish a confidential benchmarking process within 60 days of the order's issuance. This process will evaluate the cyberattack capabilities of advanced AI models. AI developers can participate in this framework voluntarily. They may grant the federal government limited access to their models for up to 30 days prior to public release. Participants must adhere to strict requirements regarding confidentiality, cybersecurity, insider risk management, intellectual property protection, and non-disclosure.
3. Combating AI-Enabled Crime
The executive order directs the Attorney General to prioritize the enforcement of relevant federal criminal laws. The government is adopting a zero-tolerance stance toward AI-related crimes. Law enforcement will target the use of AI to unlawfully access or damage computers.
