About the AI Certification Body

Under the Executive Yuan's AI Taiwan Action Plan 2.0 (2023–2026), and with the support of the Administration for Digital Industries (ADI), Ministry of Digital Affairs (moda), the National Institute of Cyber Security (NICS) has established Taiwan's first AI Certification Body (AI CB). Together with the AI Testing Laboratory operated by the Industrial Technology Research Institute (ITRI), the AI CB is dedicated to helping Taiwan's domestic AI industry develop in a secure and reliable direction. Through rigorous evaluation procedures, the AI CB reviews the documentation submitted by vendors, working to ensure that AI products operate safely, reliably, and stably.

Within the AI evaluation service, the AI CB acts as the body that evaluates test reports: it provides independent third-party confirmation of the test reports issued by the testing laboratory and issues an evaluation report explaining product performance on an item-by-item basis.

The establishment of the AI CB marks an important step for Taiwan in building trust, safety, and security across the AI ecosystem. The AI CB is currently in its pilot phase, during which it provides evaluation services in place of formal certification. By offering professional evaluation services, the AI CB aims to build a robust foundation of trust in AI for businesses and the public. Drawing on insights gained during this pilot period, the certification mechanism will be progressively refined to keep pace with rapidly evolving AI technologies and to support the long-term, sustainable growth of Taiwan's AI industry.

Services

The AI CB provides evaluation services to Taiwan's domestic AI industry to reduce the risks posed by AI products. Its primary task is to evaluate AI products to ensure effective risk mitigation. These evaluation services help mitigate the potential social harms that AI products may cause to users and strengthen public trust in AI technologies.

Within the AI evaluation service, the AI CB evaluates the test reports issued by the testing laboratory to confirm that an AI product or system has been reasonably tested, and then issues an evaluation report providing relevant explanation of the test results.
